Parliament Questions for January 2024 Sitting

NCMPs Leong Min Wai and Hazel Poa have filed a total of 23 PQs for the first sitting of Parliament in 2024.

Leong Mun Wai

  1. To ask the Minister for Trade and Industry (a) whether the Ministry is able to provide statistics on Singapore’s Gross Domestic Product produced by Singaporeans and companies which are owned by Singaporeans for 2022; and (b) how much is the total taxable income attributable to these Singaporeans and companies which are owned by Singaporeans.
  2. To ask the Minister for Defence what is the current total number of male Permanent Residents (PRs) who renounced or lost their PR status without serving full-time National Service when required to and have subsequently been granted the right to work or live in Singapore.
  3. To ask the Prime Minister (a) how many Singaporeans aged above 21 years old are currently not on the electoral register; and (b) of which, what is the respective number of these Singaporeans who are (i) former convicts and (ii) Singaporeans with an overseas address registered on their NRIC.
  4. To ask the Minister for Health (a) whether all doctors, nurses, and other frontliners, especially those who served in the pandemic wards, received the COVID-19 Resilience Medal; and (b) if not, how many did not receive the COVID-19 Resilience Medal and for what reasons.
  5. To ask the Minister for Home Affairs for each year since 2018, what is the number of persons in Singapore on (i) Long-Term Visit Pass who are not spouses or children of Singapore citizens and (ii) Dependent’s Pass, respectively.
  6. To ask the Minister for Social and Family Development what is the rationale for not providing non-working mothers with the same level of infant care or childcare subsidy as working mothers for enrolling Singapore citizen children below seven years old in full-day infant care or childcare programmes at licensed childcare centres.

To ask the Minister for Sustainability and the Environment (a) why are interim markets, such as the one for stallholders while Bukit Timah Market and Food Centre is closed for reconstruction, operated privately rather than by the National Environment Agency; and (b) why are subsidised rentals unable to be offered at interim markets.

To ask the Minister for Sustainability and the Environment (a) as of 31 December 2023, how many hawker centres are operated by social enterprises; (b) how do costs at hawker centres operated by social enterprises, such as rent, table-cleaning and dishwashing fees, and parking fees, compare to those at hawker centres operated by the National Environment Agency; and (c) whether these costs are regulated by the Government, and, if not, why not.
  10. To ask the Minister for Transport whether new bus services will be introduced to connect Tengah new town to nearby primary schools in Bukit Gombak or other schools with a high enrolment of Tengah residents.
  11. To ask the Minister for Transport whether LTA can consider extending Bus Service 992 to serve West Scape at Bukit Batok and, if not, why.
  12. To ask the Minister for Communications and Information whether there are any restrictions on the locations where movies rated NC16 and above can be screened; (b) if so, what is the rationale for such restrictions; and (c) whether the Ministry will consider removing such restrictions in light of the rise of online movie streaming services.
  13. To ask the Minister for Sustainability and the Environment (a) what is the current number of licensed and unlicensed tissue sellers in Singapore; (b) whether any increase in the number of unlicensed tissue sellers has been observed since 2020; (c) what efforts have been made by Government agencies to reach out to unlicensed tissue sellers who are eligible for Government support schemes; and (d) whether any enforcement efforts have been conducted against unlicensed tissue sellers.

  1. To ask the Prime Minister whether he can provide an update on the CPIB investigation of the Minister for Transport.
  2. To ask the Prime Minister (a) whether the targeted review of political appointment holders’ salaries in 2023 was carried out; (b) if so, who are the members of the Committee conducting the review; (c) what are the terms of reference given to the Committee; and (d) when will the Committee’s report be released.
  3. To ask the Prime Minister (a) whether the Electoral Boundaries Review Committee (EBRC) has allowed the size of each constituency to deviate by up to 30%, instead of 20% previously, from the mean size of constituencies since 1980 and, if so, why; (b) whether the terms of reference to the EBRC should include an instruction to ‘ensure more equal representation’; and (c) if not, will such an instruction be re-inserted into the terms of reference for subsequent EBRCs.
  4. To ask the Minister for Manpower (a) why does the Matched Retirement Savings Scheme not cover seniors aged above 70; and (b) whether there are any plans to extend the scheme to cover seniors above 70, especially those who are still working.
  5. To ask the Minister for Transport (a) whether the Ministry has conducted an estimate of the cost for new buses to be fitted with (i) ramps that can be automatically lowered for commuters in wheelchairs instead of ramps that need to be manually operated by the bus driver and (ii) kneeling mechanisms that allow the body or entrance door of buses to be lowered to facilitate boarding by the elderly or people with disabilities; and (b) if so, what is the estimate of these costs.
  6. To ask the Minister for National Development (a) how many community gardens are there currently across Singapore; (b) how are these community gardens managed; and (c) what have been the impact of these community gardens on community development and food resilience.
  7. To ask the Minister for Transport (a) whether the Land Transport Authority works with online map providers to update their maps once new roads are built, especially in new estates such as Tengah and Bidadari; and (b) if so, how can such updates be carried out in a more timely manner.
  8. To ask the Minister for Education (a) whether there are noise regulations relating to public educational institutions for both during and after their operating hours; and (b) if so, what are these regulations.
  9. To ask the Minister for National Development since 2000 (a) what is the total cost incurred by land reclamation projects and the total area reclaimed; and (b) of the reclaimed land that had since been sold via Government Land Sales, what is the (i) total area (ii) original costs incurred and (iii) land sales proceeds.
  10. To ask the Minister for Health whether the Ministry will consider strengthening the Healthcare Services (Cord Blood Banking Service) Regulations 2021 to provide more provisions for consumer protection given the irreplaceable nature of cord blood.
