Phang is the co-founder of a preschool in the Early Childhood Education industry, since 2005. He is currently a Senior Manager at a preschool. He began his career in the financial services industry in 1990 and has worked in both local and foreign financial institutions.
In GE2020, he was appointed as a Principal Election Agent for PSP’s Chua Chu Kang team. Phang’s motto is “我还有几个十年？” or “How many more decades will I have?” In the CEC he serves as the Organising Secretary.
Phang graduated with a Bachelor of Arts degree from the National University of Singapore in 1986 and earned a Master of Education degree from James Cook University in 2006. He also holds a Diploma (Conversion) in Early Childhood Teaching from Ngee Ann Polytechnic.
In 2025, he was appointed as a Board Member of the Progress Singapore Community Fund (PSCF), the charity arm of PSP. He is also active in community work with Fridge Restock Community (FRC) Singapore and Sharingpassion.com.
